The electromagnetic ballast consists of a starter, a choke (transformer) and a capacitor. It is equipped with a thermal fuse against overheating. This type operates at a low frequency in the order of Hertz (Hz), while the digital ballast operates in the order of kiloHertz (kHz).
A sufficiently long cable with a mains plug must always be purchased with the ballast. Therefore, the most advantageous purchase is a complete lamp (ballast, lamp, shade, accessories, cable).

Low price, decent service life, and decent performance are the main advantages of electromagnetic ballasts. A thermal fuse and overheating protection are standard. The disadvantages are more complex wiring, higher weight, longer time to start the discharge lamp, and lower lighting efficiency. You cannot even regulate the output of the discharge lamps with these conventional ballasts.
Some modern types of discharge lamps are not suitable for these ballasts. Remember that these are sensitive and potentially dangerous electrical devices. Do not allow direct contact with water, do not allow high humidity, protect from improper handling and mechanical damage. Always follow the manufacturer's instructions. Always disconnect from the mains when handling.
